The fact that he still kept pushing forward despite being completely ignored by Umbrella makes this scene even more heartbreaking.

Knowing he fought through a literal nightmare just to lose his humanity at the finish line is devastating

Probably a lot of regret which is what we see in the garage. He was there because he didn’t stand by his own choices from the very beginning. He was speaking into empty rooms full of people and being unheard. He should have gone home.

He was hoping he would get cured

He thought he could get cured

The ending was no good

A lot would have been going on in his mind

He was thinking about his family and how to return to them

He was prolly thinking he'd rea hed his salvation.
