A good followup question would've been asking him why he narrowed his answer to the time since he's been back in government which intentionally leaves out his time as Secretary of Defense in 1991 when he was allegedly read in.

Exactly. It was intentionally evasive. The interview was in April 2000. Per the thread above, there are reports he may have been read in as early as 1991.
