During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.

It advances, policies on land reform, agricultural development, and rural finance to build inclusive and productive food systems.

I am deeply grateful to all our partners who support us with air defense systems and missiles. This is a truly global effort. Every time Russia carries out such attacks, it underscores how critical it is that partners don’t leave systems like Patriot and others sitting idle in warehouses, but instead provide them to those who know how to protect lives and urgently need them. We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

We are grateful to Germany for the Patriot systems, to the United States for the opportunity to purchase weapons and air defense systems through the PURL initiative, to the United Kingdom and France for the missiles, to Canada and the Netherlands for their contributions to the PURL initiative, and to all other countries for their assistance. This support truly saves lives of our people, and it is very important that new countries join the initiative. We discussed opportunities to strengthen the protection of our energy system ahead of winter: the purchase of air defense systems and missiles for them, as well as the reinforcement of our tactical aviation. We also discussed the importance of maintaining sanctions against Russia and other key pressure points to compel it to end the war.
