As someone who has done extra work I guarantee you that broom guy is not at fault The director bitched and moaned that the broom is making too much noise so guy improvised Once played a photographer and the director wanted me to look realistic but then bitched about the flash

In my opinion, willy Wonka extra and the last samurai, I think that's what it waa called, we're both accidents unless they intensively or unknowingly did something that ruined it.

In the Bond film, the extra was possibly told not to let the broom touch the ground and therefore make noise. The shot potentially planned was for a tighter shot that would have only shown the handle and up and not the wide shot showing the air brooming.
