This happens in part of Russia which is at the equator line, and that is because of difference in timezone. Not because the earth stopped rotating there. This can be thought of as two aspects with similar effects.

What about the theory that says earth has slowed down 1 minute per day…due to damming rivers? This is in the last 20 years
