Childhood cruelty to animals is linked to domestic abuse and antisocial personality disorder in adulthood. (Ted Bundy being the most notorious case of the torture of pets leading to murder.) Maybe that’s what Netanyahu was trying to say in 2020 -

I worked in a hospital for the mentally ill. ( retired for many years now) my chosen field was rehabilitation. You can't rehabilitate a psychopath, and I met many over the years.
