Texas was originally a part of Mexico. Read about how it was taken away by USA from Mexico. Now about Asian Indian population, if you hire them, they will keep coming. It is supply and demand. Stop hiring them and giving them cheap footings and they will stop coming. If you want skilled workers hire them cheap here in India. Tell your companies to setup offshore development centers.
