A milled circuit board. Either single layer or double layer since you cannot make inner layers with milling. It's for an Atmega 2560. Which is the same microcontroller as the Arduino mega. I used it for some projects. It has many serial ports (UARTs).

Used one back in college to prototype pcb [printed circuit boards] as minimum orders were on the 100's. I believe it's much easier to work without one today.
I used to have to etch my own with acid and a marker.
pc board prototyping. that was one of my jobs that I actually liked doing.
