I think it's remotely possible that she's now aware that her own fearmongering claims...are just delusions. So she can't even articulate a thought anymore.

She was talking about how she wanted more of the same treatment for her brothers and sisters. She calls it safe. What really happened is her brothers and sisters are ready for a change and CREATING THEIR OWN NARRATIVE.
