I think it's like a combination shot of all the past Avatars, it's all their spirits coming together to help the current Avatar overcome whatever obstacle is in his way.

something the Legend of Korra seems to be weird about is lava bending. they made it seem like it was some weird rare skill like metal bending but you can clearly see a past avatar here being able to lava bend and no one talks about it

People often complain about the Kivira fight with Korra of how the avatar state was made weak. Considering that the avatar state is the combination of all past avatars, wouldn’t it make sense that Korra wasn’t as powerful because the past lives were severed ?
