It’s a bulk cargo ship with cargo containers stacked on it. It’s not a common practice, but it does happen . Cargo ships sometimes pull double duty and rent out their deck space to shipping companies.

Some ships like this one have 2 large structures, looks like that one in the distance doesn’t have a very even container distribution
