This certainly sounds like FISA courts here in the US. The only difference in your case is the AG can issue the warrant without judicial approval and in cases of emergency the warrant can be approved orally and written up later. I will note retired judges that listen to the questioning can have conflict of interests as well so excluding active judges isn't much of a safeguard in my opinion.
