The judge that imprisoned him should face the largest consequence as he is the one that forcefully kidnapped and put this man in a cage for 5 years without demonstrative evidence.
Mandatory DNA test for all men before they pay any money to anyone. 100% of the time. No exceptions.

It's a modern-day debtors' prison. So she knew who the father was, and either participated in obtaining the paternity test results or did nothing to clear it up when they came out. Seems like a retest is needed before incarcerating people, labs make mistakes and fraud can happen.
