The entire Wano Arc was themed and paced like a Kabuki performance. As such, Oda included various references to Kabuki theatre which includes intense overdramatic facial expression, usually exaggerated by strategic facial paints.

The Straw Hats were supposed to infiltrate Wano, but Luffy barely arrives and is already arrested.
