Between 1 and 20, 17 is prime, which means it isn't coming up in any of your memorized multiplication tables, it isn't right next to either extreme like 19, but is on the high side, which means it's further from 1 as you count up. I think all of these factors combine subconsciously to make many people pick 17 when trying to think of a "random" number due to a common misunderstanding of "random" to mean "unlikely to be guessed".
