What are they training for? Mowing down crowds of unarmed civilians?

I want a row of people behind me shooting and reloading their pistols. What genius agency head decided this is a good tactic? And if they need that much firepower, why are they shooting pistols and not long guns?

Works great for unarmed crowd control. Wonder what they are practicing to do?

Works if nobody's shooting back.

Works great when used against large unarmed crowds, kind of like the ones they want to create.

this.... actually makes sense if your enemy isn't a ranged attacker but has to get up close like say the bugs in Starship troopers. or the Tyranids from Warhammer.

Interesting. I suppose while one line is reloading, the other is getting inducted into the pink mist club.
