Oh jeez I stumbled across this a few weeks ago before it blew up. Evidently she's a performer from Mexico and this is called the art of "Face Dancing," and apparently it's all the rage among the TikTok kids now. It's also referred to as "word chewing" and she's hailed as the queen of the r/wordchewing subreddit (in case you're a masochist and you want to torture yourself with endless examples of her and many others). I'm really not sure if it's aimed at children, or hardcore theater-kid types of all ages, or developmentally stunted adults, or if it's just pedo-bait, but here's a peak example (because I saw it and now you do, too):
