There might be a possibility it's just slam tequila - we used to drink it as teens - you add some sort of soda/fizzy drink like prosecco to it, slam it on the table to make it react and then drink it. If it's plain it won't have foam.

If you mix GHB with Tequila, it will 100% certainly not foam. It's a salt, dissolved in water, it behaves very much like table salt - doesn't change the texture of any drink whatsoever. Try salting your tequila, it doesn't do anything.
