Waiting to react until after a disaster arrives is a massive failure. In my observations, global agencies spend all their money on damage control instead of putting real warning systems in place before the floods start. Handing out medicine after a village gets buried does not save lives; it just looks good for the cameras. The real work is setting up local tracking tools so people can run before the water arrives.
