The US Constitution provides 3 reasons for taxation, to pay off the debt of the nation, national defense, and welfare of the nation. How are local sidewalks fitting into any of those categories really? For too long politicians (Democrats mostly but Republicans tend to do tit-for-tat deals with Dems) have abused taxation to drain the people dry. You want to fund things like this offer bonds, ASK for donations, or even do state or local taxes of the people in the area who would use the sidewalks most… but sidewalks in CT for your yearly moronic stunt… not a thing FEDERAL taxes should go to.

Using money coercively taken from everyone by FedGov to address local concerns is wrong. If FedGov has enough money to fund this nonsense, it should reduce Federal tax rates. By doing that, the people of CT can afford to pay directly for such things if they're desired or keep more of their own money if such things aren't desired. People from other states shouldn't be funding local projects in your state.
