To, The Governor of Tamil Nadu, Raj Bhavan, Guindy, Chennai – 600022. Spinco Giriş Date: December 20, 2025 FROM: A Concerned Citizen of Tamil Nadu. SUBJECT: ONE STATE, TWO RULES? Complaint against DMK Government’s selective use of power. I am writing to you as a common citizen of Tamil Nadu to bring to your high office’s attention a serious concern regarding the double standards currently being practiced by the State administration and the Police department. As your Excellency may be aware, the Hon'ble Madras High Court, on December 19, 2025, directed the State government to notify the final Standard Operating Procedure (SOP) for political roadshows and rallies by January 5, 2026. This directive was issued following petitions by the new political party, Tamilaga Vettri Kazhagam (TVK), and others, who have consistently alleged that the police are imposing impossible conditions on their meetings while citing safety concerns. Today, December 20, 2025, the Honorable Chief Minister and President of the DMK, Thiru M.K. Stalin, conducted a massive roadshow in Tirunelveli. My complaint is based on the following grounds of administrative bias: 1. The final SOP is not yet framed (as per the HC deadline), under what safety guidelines was the M.K.Stalin CM’s roadshow permitted? 2. When the TVK Vijay TVK party seeks permission, they are met with over 80 restrictive conditions, often resulting in the cancellation or rescheduling of their events. However, for the ruling party’s event today, no such restrictions seem to have been enforced. 3. The state machinery and police appear to be acting as an extension of the ruling party, suppressing new political voices while allowing the ruling party to occupy public spaces without the same level of scrutiny. This is a violation of Article 14 (Equality before Law). As a common citizen, I request your Excellency to intervene and ensure the Police Department treats all political parties equally. The administration should serve the Constitution, not just the ruling party. I humbly request your Excellency to seek a report from the Home Secretary and the DGP on why these double standards are being maintained and to ensure that the administration remains neutral and fair to all political entities in the state.
