It's easy to blame on the biker but it wasn't his fault, speed was ok (not too fast) and it was very less time to stop the bike, the only reaction was to avoid hitting but am afraid it was too little time for that as well.

That guy won't be able to stop his bike in this short distance as he had already crossed the rumble strips by the time kids started running The problem with this is the wrong side.. he was clearly riding wrong side, not following the lane But kids should also not run like this

So,its his poor of choice of speed that led to the crash. He's overtaking on a curve, he could've crashed onto a truck or a car as well.
