NARA *did* ask Trump for the documents and then subpoenaed him when he refused. Even then, Trump lied about fully complying with the subpoena and instructed his aide, Walt Nauta, to move the boxes to a different location. Trump gives a incredibly weak excuse that he was "very busy" and "wanted to go through the boxes and get all of [his] personal things out" before turning them over.
