"to a hammer, everything is a nail" More specifically if your cousin's "factory" can only make single sided PCBs and you know where you can get Zero Ohm resistors for almost free, then this is the perfect solution !

I repair Bitcoin miners for a living. Most of them are now using an aluminum backed circuit board. It is a routine fix to resolder all these jumper resistors.

Pick and place cost for that many jumpers might be more expensive than a double sided board.

I did the same here but a single 0ohm jumper to avoid 2 sided assembly costs, use max 2 layers, and to make it possible that the board could be glued or mounted to something flat.

Guess it's cheaper economically but it has a steep price in aesthetics.

I don't understand any of this. Why does it need these thingies if it's not double-sided?
