I just googled it and it seems that 30-50% of cats don't have any reaction to catnip. I've had multiple cats and none of them have shown absolutely no interest in it.

I found the bet way is to get a tennis ball, put a pinch of catnip in your palm, and smush it all over the ball, so the oil from the catnip leaf pieces gets on the ball, then toss the ball.

Sure, give the little demons dope lol. My sister used to give last dog the twigs to chew on. She loved mary jane. She took the last rolled jay once.. should have seen her. Couldn't even stand with swaying, pissed herself and begging for help to get into bed. Poor little thing.
