In contrast, the cost structure set by the Government of India, in consultation with the RBI, for UPI is 0.4%, and that too, subject to strict regulations. The rule is that for transactions up to ₹2,000 made by an ordinary consumer, the MDR charge will be zero percent, I repeat, zero percent. Today, 96% of all UPI transactions are for amounts less than ₹2,000. This means the cost will apply to only 4% of transactions."
