The RESET Center has been open just over 24 hours, and already dozens of people using drugs in public have been brought off the streets. This is a new model that we are using in San Francisco to bring people on the streets into a health focused facility where they can have a chance to be connected to treatment. This center is making it easier for officers to get back on the beat while giving people a real opportunity for treatment. We’re also hearing reports that staff have connected people with case managers who had been trying to reach them. This is an important new tool to help keep our streets safe and clean.

Where did the idea that the electorate can’t be trusted come from? It came from the experience of Germany under the Nazis. Those who rebuilt the country after the war concluded that because the Nazis had originally been installed in government in an election, so constraints needed to be placed on the ability of the people to actually affect the course of government, and institutional power would instead be invested in enlightened people like experts and lawyers. There’s an even a term for it; no longer ‘democracy’, but ‘liberal democracy’, perish the thought that voters might prefer a conservative democracy. And so in Germany you have the spectacle of the champions of this liberal democracy mulling a ban on the biggest opposition political party in the country. Democracy is never of a kind where the same party will ever come to power. We have seen in our lifetimes, the change takes place at state level, at panchayat level, at municipal level, that's a democratic process. But one thing is for sure, there has to be continuity of development, continuity of our civilisational ethos, and that comes only from one aspect. We must respect democratic culture. India is perhaps the only country in the world that has constitutionally structured democracy at all levels. Before 30 years, we had constitutional democracy only in the State legislature and Parliament. But now we have constitutional democracy at the village level, at panchayat level, and the district level. #RajyaSabha
