Where does the idea that Ultraman has bad special effects compared to other kaiju media come from? Is it because it's a TV series? Because is a fight like this from Ultraman Taro (1973) at minimum not on par with what Toho was offering at the time?

Yep, Frankenstein vs. Baragon predates Ultraman by a year. Ultraman reuses Baragon’s suit twice in the first 9 episodes, with Haruo Nakajima inside each time. Intentional or not, this movie feels like a test run for the humanoid giant hero vs kaiju formula Ultraman would perfect.
