I believe I have seen this footage elsewhere of a different set of fires. Can @CommunityNotes confirm? It may be the current fires but I know I saw a post about this a day or two ago.

Arson for sure. The original fire may have been started by someone that is homeless. One of the first videos I watched was a report that far too many fires are started by homeless trying to get warm. It's been an issue for some time, well shock, CA took so much money for that issue for years and, there are more homeless today than when the issue began.
