@RepMattGaetz @pnjaban The simple reason why both parties' leaderships don't want individualized appropriations is it would eliminate the excuse for all of the unpopular components of omnibus bills (AKA "crap sandwiches"). That's the way they pay off their donors.

After three unnecessary lapses in funding during the fiscal year 2026 cycle, putting the possibility of yet another harmful government shutdown off the table should be a priority for each and every one of us. This straightforward measure would keep the government funded through December 11, protect vital programs and services, and give Congress additional time to continue our work on bipartisan appropriations bills. We cannot allow another damaging shutdown to disrupt the lives of federal workers and the Americans who depend on their work.

Congress should not take one up or down vote to fund the entire United States government. That is the reason we are nearly $38 trillion in debt. We have to break the fever dream of governing by omnibus spending bills and continuing resolutions. As Chair of the Senate Appropriations Committee, I worked with my colleagues on both sides of the aisle and with members of the House of Representatives and Administration to resolve the stalemate before America’s dedicated public servants missed yet another paycheck. I am pleased that under our legislation, all federal employees, including members of our military and Coast Guard, Capitol Police officers, Border Patrol agents, TSA screeners, and air traffic controllers will receive their back wages. Since the beginning of the shutdown, I have been pushing for the three appropriations bills that previously passed the Senate with overwhelming bipartisan support to be attached to a continuing resolution to reopen government. These bills include important funding that will support our veterans, troops, farmers, and rural communities, and provide full-year funding for the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
