Today, I had the privilege of attending Paschimbanga Divas event, officially observed as the State Foundation Day by the State Government, first time since Independence, alongside Hon'ble PM Shri Narendra Modi Ji at Tarakeshwar in Hooghly district. The date June 20 and the venue is of historical significance as Dr. Syama Prasad Mukherjee had organised a Convention at Tarakeshwar in 1947, where a decision was taken to ensure that West Bengal remained within India and that the Hindu-majority areas of undivided Bengal did not become part of East Pakistan. Later, on June 20, 1947, a Resolution supporting the partition of Bengal and the inclusion of West Bengal as a in India was passed in the Bengal Legislative Assembly. Hon'ble Prime Minister while addressing the audience said the State of West Bengal is witnessing a renewed sense of confidence and pride and a new fragrance is wafting from every particle here; as if West Bengal has now broken free from its shackles. I express my deepest gratitude to Hon'ble PM for acknowledging the State Government's efforts to accelerate border fencing along the India-Bangladesh border, which the previous State Govt had deliberately obstructed. I also thank him for the support and assistance provided by the Central Government which is helping the State Government in fulfilling the promises made to the People of West Bengal before the Polls. First, let’s talk about how BRICS is moving forward to implement a cross-border payments system. creating an alternative system to the current US-led system, which is often weaponized to hurt anyone who disobeys the US Empire. ✍️ The declaration from Rio de Janeiro reads, “We task our ministers of finance and central bank governors, to continue the discussion on the BRICS Cross-Border Payments Initiative, and acknowledge the progress made by the BRICS Payment Task Force in identifying possible pathways to support greater interoperability of BRICS payment systems.” 🎯 The goal is to “facilitate fast, low-cost, more accessible, efficient, transparent and safe cross-border payments among BRICS countries and other nations which can support greater trade and investment flows.” 💬 India’s Ministry of External Affairs (MEA) Secretary Dammu Ravi told reporters that India backed the BRICS Cross-Border Payments Initiative and that it would “gain traction” in the coming days. He added: “Interoperability in payments is a faster mechanism in terms of being able to do cross-border trading. This is a low-cost solution. India has been successfully implementing it (through United Payments Interface) and we are also entering into bilateral arrangements with many countries.” Once countries have the option to decouple from SWIFT, they will be less susceptible to US sanctions. For BSNL, our government has provided three revival packages totalling ₹3.22 lakh crore. We have dealt with the burden of oil bonds, addressed the “Fragile Five” economy, and undertaken bank restructuring and recapitalization. These were not small amounts but those of ₹3 lakh crore - ₹4 lakh crore, and now even fertiliser subsidies. Wherever there were weaknesses in the economy, they were left unaddressed earlier, and we are now paying for all of it. Yet, we are being questioned about GDP growth and fiscal deficit. The reality is that we are clearing the liabilities left behind. On spectrum allocation, after our government came to power, spectrum in bands such as 700 MHz, 800 MHz, 1800 MHz, 2100 MHz, 2500 MHz and 3300 MHz has been provided to BSNL at auction-determined prices for 4G and 5G services. On BSNL, I must respectfully say that every criticism made against it is incorrect. If anything, BSNL was pushed into a critical condition earlier. It was in the ICU, and we have revived it and brought it back on track. The Union Cabinet has approved revival packages for BSNL. The capital infusion between 2022 and 2023 stands at ₹2.26 lakh crore. This includes spectrum allocation, capital expenditure on infrastructure, AGR dues, and restructuring of the PSU. The Make in India mandate for BSNL is a strength, not a restriction. There is no restriction on BSNL. In fact, under the Atmanirbhar Bharat initiative, BSNL has placed an order for 1 lakh indigenously developed 4G sites for pan-India deployment. As of 28th February 2026, 97,906 sites have been installed with 4G equipment, out of which 96,103 are already operational. Additionally, the BharatNet Programme is strengthening BSNL further. A country run by the military, with a global reputation for terrorism, narcotics, trade and transnational crime has had the audacity to attack the world's largest democracy. I speak about the reference to India in the speech of the Pakistani PM. As the world knows, Pakistan has long employed cross-border terrorism as a weapon against its neighbours.
