I backed into a short bollard on the edge of a parking lot in Baltimore City once; only the one I hit was only one foot high and completely unlit at night on the edge of a Fish Restaurant parking lot. The owner placed it there to keep anyone from driving over his lawn. I was simply on the edge of the parking lot which was unlit and just after a rain, had markings that were not visible. No reflectors on it, anything. Owner refused to give insurance information; I copied info off his business license and reported accident to my insurance company. They covered it and I was invited not to come back. These things need to be tall enough to see when from a car, especially when backing.
