There are 2 or maybe more factors at play when dealing with hormones. 1. The hormone level/volume 2. The sensitivity to the hormone. One can have significantly less hormone level but higher sensitivity and body response, so it's not like 1 factors determines it all. Discussing different genders they might also have different sensitivity. Also btw all meda drugs are served per weight to have relevant impact and males weigh much more on avg so should have higher level of all hormones not directly linked to gender.
