This is the play in question. The rule on a sacrifice fly is the ball must be "handled by an outfielder or an infielder running in the outfield in fair or foul territory". Here, Brandon Lowe is not moving running in the outfield ... he's barely beyond the cutout (which doesn't have anything to do with this really). That is why this isn't a sacrifice fly (although it would be in college). Note that this is still an RBI for Bregman, just not a sacrifice fly.
