No matter if that civilian is an alleged criminal or not, using unnecessary force is illegal. For police, a slap is unnecessary force and serves no real purpose other than to feel power and humiliate people. In a serious country, the policeman would be suspended asap.
The police are highly corrupt and incompetent to handle such situations.

The indian police is the worst department in india, they still possess their British Raj era bigotry. How can they enforce law, if they don't even follow. Moreover they are very curropt!
