The Red Sea as a high-sea is a shared commons, not a sovereign domain. A better question may be is: “Who uses it?” Under international maritime law, every nation has the right to navigate and utilize it freely. For Ethiopia, the pursuit of reliable Red Sea access is rooted in history and justice. Once a littoral state with direct coastline, Ethiopia lost that access through unfair circumstances.
