The main reason is because Protestants usually do not have Church buildings like Eastern Orthodox do in Eastern Europe. They do their worship in normal buildings. Moreover, if you look at the Population of Protestants in Ukraine, almost the entire Protestant population is located exactly where the war began and at the most disputed areas.

Patriarch Tikhon, as the communists took over Russia, established ROCOR outside of Russia as a corrective against the entanglement with government. His successor in Moscow, Sergius, did the opposite—the heresy of Sergianism long condemned by ROCOR (until it wasn't). Relatively recently, ROCOR came under its own anathema against Sergianism when it rejoined the Moscow patriarchate. Complicating an already unorthodox entanglement of church with politics, the government of Russia (and so, because of Sergianism, also the Moscow patriarchate) has been enmeshed with the "Old Believers," which is a schismatic and paganistic cult that broke off from the main Church in the 1600s. This is Dugin's stomping ground. Overall, this sad picture predictably results in a host of non-Christian (and even anti-Christian) policies and attitudes among those who claim to be Christian, and yet are affiliated with the Russian orthodox church. From the point of view of the traditional Orthodox Church (i.e., Believers holding fast to Holy Scripture and the entirety of the Seven Ecumenical Councils), these issues would not have a risen (& would not be a problem now) if those involved would simply follow Apostolic Canon 81.
