Crook was setup to be a Secret Service officer. They most likely recruited him underground telling him he was on duty to protect the president. They set him up as a Secret Service agent then set him up as an assassin. Cooks position was visible to Secret Service agents he was in a sniper position similar to that of a secret service officer on detail. His position would have been visible to any Secret Service sniper. He had no idea what was happening or coming to him. It is virtually impossible for a .223 Remington/5.56mm round to strike an ear and not leave a visible mark.
