IDK who's technically at fault but that's a rubbish rider, easy to avoid accident. I'd blame myself, laws of nature rule, correcting others' mistakes is part of the deal. He had room to squeak past or he could have stopped if he knows how to ride, he barely slowed.

The truck was making a lane change into lane already occupied by the motorcycle. However, the biker appears to be travelling too fast and if he had been travelling at posted speed he could have avoided the crash altogether. I would say 50/50 split.
