The one who rear ended first. Yes, the guy was stopped, but he may have had a reason. It is the responsibility of every driver to pay attention to other cars on the road.

I love how the red van that had initially stopped changes lanes right after they got bumped from the accident. I'm betting it was a teenage driver.
70% gray van, 30% red van... Notice also how the red van drives over the hash marks. Shitty driver. I swear ther are so many drivers who don't do anything illegal per se but by their bad driving cause so many accidents.
