Why Do Cops Shoot To Kill?

Police officers shoot center mass to neutralize the threat because it’s the largest area with the highest probity of stopping the threat. Side note - was good friends with police LT who shot a gun out of a suicidal man’s hand once - but that was back in the 80’s.
