Because bears are the national animal of Russia. But could be the siberian tiger too. Maybe russisns have more historical / cultural bond with bears than with siberian tigers.

We associate the bear with Russia because of the Moscow Olympics in 1980, a cute brown bear was the mascot of those politically charged games.
