Because the electorate is a bunch of spoiled assholes and vote for whoever promises them the most shit. Ask the voters: should government spend less? Most say yes. Ask them: should x or y program be cut? Most say no. That’s really all it boils down to. Just look at the scare ads about any candidate cutting Social Security or Medicare/Medicaid.
