ICE is operating in every state. It’s quiet in other locales because a) local law enforcement cooperates and b) there are no paid, organized protests against ICE.

This has to be the dumbest question to examine because the answer is simple - Red states/cities honor detainers so instead of ICE having to conduct roadside/home arrests, they simply dispatch a cruiser for a custody transfer at local jails and prisons.

Memphis had an enormous ICE presence. Last time I checked, Memphis is in the red state of Tennessee. It’s also a sh!t run democrat city in this state.
