He is talking about infrastructure and development but in fact 1 in five in the U.K. is low income. 13% of UK children in poverty (1.9 million). 8.5 million adults material deprivation. Food insecurity higher than some third world countries with 9% (basically risk of hunger).

I think we can all agree that there are different levels of poverty. Not all poverty has to be the same level. You can have running water, toilets, and go to school but go to bed at night with an empty stomach. Wear the same ripped pair of shoes for 4 straight school years.

It’s a misunderstanding. He’s referring to absolute poverty. When researchers release findings about UK poverty levels, they are referring to relative poverty. The headlines say “poverty has risen” and nobody reads the actual article so they repeat 40% of X group live in poverty.
