Requiring immigrants to be self sustaining is not new. There already is a federal statute; the Immigration Act of 1882. It barred entry to “any convict, lunatic, idiot, or any person unable to take care of himself or herself without becoming a public charge.” That language was modeled on earlier state laws, especially those adopted by New York and Massachusetts in the 1840s–1850s to keep out destitute immigrants (particularly Irish famine arrivals) who were likely to end up in almshouses. Those state measures themselves grew out of colonial-era poor laws that already required newcomers to show they would not become a burden on the community. Democrats want YOU to pay for their future continuants.
