Because Ikemoto genuinely didn't know what to do with them in the series, it's the harsh truth. To make a 12-15 year old next gen of kids shine, Ikemoto chose to water down and eventually remove Naruto and Sasuke's abilities and introduce villains with no logical power scaling.
