Because Russia actually punishes criminals and leftist cities encourages criminals and punish the law abiding citizens.

The Russians Enforce the law and make sure that individuals, organizations, and businesses adhere to established laws and regulations.

Russians don't allow it. Also, they place emphasis on faith and family. They have law enforcement and judges. They have schools where if you engage in violence they remove you.
