Because Russia actually punishes criminals and leftist cities encourages criminals and punish the law abiding citizens.
Might have something to do with those who will enforce the law, and those places which won't. Just a guess though. 😂

Law and order. Discipline. No TikTok. Majority white.
The Russians Enforce the law and make sure that individuals, organizations, and businesses adhere to established laws and regulations.
Russians don't allow it. Also, they place emphasis on faith and family. They have law enforcement and judges. They have schools where if you engage in violence they remove you.
Russia doesn’t coddle criminals..
