The inclusion of the requirement for 25% of votes in the Federal Capital Territory (FCT) alongside the broader condition of "25% of 2/3 of all the states" suggests that Abuja had specific significance in the minds of the constitution's framers. If Abuja wasn't a standalone requirement, the constitution would have simply stated "2/3 of 37 states, and that’s it. It’s just common sense really.

In Nigeria we survive oppression by continually acting like it doesn't exist, entertain ourselves with comedy and pretend that problem doesn't exist.
